The numbers 1 thru 10 are simple designations of the regions.  The small numbers in each parish are the number of children in that parish that are targeted age for CEF (K-5).  We currently have Local Chapters in regions 2 (North East in W. Monroe), 3 (West Central in Natchidoches), 7 (Baton Rouge), 8 (Northshore) and 10 (Greater New Orleans)
